Mobile phone clock

I have never seen this before - a pal showed me his old Samsung Galaxy which he runs on a Pay and Go/Three network.
The time was 3 minutes slow? He told me it always has been - I didn't start checking settings but I don't know how i could set the clock slow even if I wanted to

I thought that at first but then disregarded it as it was only 3 minutes.

In SETTINGS you can select Automatic Time/Date which then syncs the phones time/date with that of the network provider perfect to the second, or you can adjust it manually in which case it could be out by a long way
