Measure this for me, please

Hello friends,

Can anyone measure position of that hole for me? So that I know where this rivet belongs. I've got my bumper repainted and those holes are missing

What, they've welded the plastic on the inside so well you can't even see where the hole was..?

Bumper was damaged by a previous owner on a curb and they welded/repaired it for him - covering those holes as well and repainted bumper.
Now I have replaced both pricey lower plastic sections (connecting lower inner wheel arch to bumper istelf) and want to repaint bumper once more since it's been done with poorl quality and can't see those holes :x
