Why not? New Yorkers aren't paying enough in taxes anyway. /sarcasm

Intoxicated driving is heinous, there is no excuse. Particularly school bus drivers. It needs to be prevented. But this is a social problem that needs a social solution, not a robotic nanny solution. Is this really even a problem, or an unfortunate coincidence? Aren't there real issues in need of funding, like teacher salaries or classroom size? I guess it's OK to spend inordinate amounts of money on non-problems as long as it's either for the children or to stop terrorism.

Oops, more sarcasm sneaked in there at the end, can't help myself.

I agree - heinous is exactly the right word. I think the 'nanny' solution is valid though, a part of wider action to combat the causes. Thing is, could I be sober when I start the bus, and drink through the day ensuring I don't switch the engine off ? Hmmmm :?
