It's a bad day when

Mirrors are standard grey on M240s, I've no idea whose car it is but how would remove solid cement off the paintwork?

You might get spots off with some sort of solvent, but most of that is going to need stripped back and resprayed. Bye bye NCB ....
 
I had a cement lorry pull out on me a few years back, straight from a building site. As he straightened up, a similar thing happened. I didn't realise until I stopped a good hour or so later, that I had cement splatter up the side of the car where I had driven through it.

I was on the way to the airport so could only use bottled water to rinse it off. When I came back from holiday and had chance to clean it properly, it had eaten away at some of the clearcoat and up close you could see the marks until I sold it.

It was nothing as bad as this though!!

Brick acid...

Probably wouldn't do the paintwork any good if left on for a long time but I'd try it on a small area - initially diluted to about 10% and work up in strength until the cement starts to fizz, then repeated applications left for a few seconds and then rinsed off

Nothing to lose really as alternative is a respray...

They wouldn't completely lose their ncb if they claimed on their own insurance. Thats just a myth.

Well, unless they have 1-2 years ncb.
