Is there any way to seal these?

Hi i took my wheels for refurbing and while they were out of the way i took pictures of the inspection bay on the front bumper behind the headlights. What i found is that they are quite loose,that on the left wheel a part was missing and that on the right wheel a bolt was missing.What i want you experts to tell me is if there is any way to seal the inspection windows and wether the fact that they are loosen up hightens the possibility of moisture in the headlights. That's just the inspection cover attached to the wheel arch liner and does not provide a seal against moisture for the head light. In the first pic it looks like it has not been correctly fitted and may explain why it's loose, in the following pics it looks as though the wheel has rubbed the liner away.

New inspection covers from a stealer are very cheap - new ones may provide a tighter fit, but as Richard says they don't provide a seal. Agree with the rubbing - the one with a bit missing will need a new arch liner if you are picky, sometimes on eBay for about £30-40 ; the drivers side one seems to show some rubbing (mine rub) but to hold it tight would only need a new push rivet, which are pennies from dealer.

They do absolutely nothing to the headlamps. If you take them away you will see the back of the headlamp has a casing on the back which comes off if you push the metal holder out.

Now, if the back of the headlights have never been replaced it may be worth doing so as the rubber perishes and hardens over the years. Mine had original 6 year old bulbs in when I got it - one of the back covers had clearly never been removed as it took some effort to get off. New back covers cost me about £25 from my dealer - dried the light out with Mrs Bs hair dryer (I have no need of one, got minimal hair before the coupe girls get a dig in...), then put the new covers on, not had a problem since
