How to remove black carbon deposit on chrome tailpipes?

I didn't replace them they were on the car from new. But you can buy the pipes online they are a few mm bigger than the standard pipe that slot over and screw on :)
 
Slightly off-topic, but besides being aesthetically better, do the tailpipes do anything else? (e.g. different exhaust sound etc)

edit: just read the answer on another thread, answer is no difference to sound it seems
 
The ones on my E89 have no screws. I have no idea how to take them off for proper polish.
 
The E89 tips are a sort of satin finish. The bottom bits of mine have worn through a bit with all the cleaning of them and now have a bit of shine to them!
