Headlight washers

Hello all.
I ve had to buy a new plastic cap that fits to the washer thing on the front bumper.
How do I get the washer mech to raise so I can clip the cap back on to it?
All help much appreciated.

it works on the pressure of the water, best way is to gently pull it up! be aware it can be quite heavy to pull up
