Headlight issue!!

Hi there my car failed an mot due to the headlight not working, I've changed the bulb and the ignitor but still the light won't work. I've even checked the new bulb and ignitor on the other side and it works fine. What else could it be and will it require a new light unit, the light does have condensation in it.

Ballast underneath the headlight. Especially with you mentioning condensation in the headlight, it runs out of the light and in to the ballast ruining it.
