Head lights

Hi Guys
sorry to ask such a question but, when you turn on the head lights should the 2 inner lights come on ?if not should they come on on high beam? , at the moment on my 2009 2.3 they are just there for show. lol

It seems weird that it's just for show but it is what it is.
Did anyone do a mod to get all for lamps on? That would be sweet.
