I have been quote £280 for full refurb on all 4, 17" turbine. Never having had this done before, is that a good price ?

Depending on the condition, of course, but a general full refurb for alloys at a reputable company near where I live is about £50-60 per wheel.

Your tow truck company should pay towards the cost

Eh?

£280 is a bit on the high side. That's borderline territory for split rim wheels, which are a lot more work. See if you can bring them down to £250

its ok but its no bargain 8) i recently paid £130 for a set of very shabby 18inch alloys to return like this http://i1164.photobucket.com/albums/q576/beaucostil/black224s001_zps8f98f1e9.jpghttp://www.ebay.co.uk/itm/bbs-ch-style-5X120-staggered-in-18-inch-SILVER-bmw-3-series-fitment-/151036964972?pt=UK_CarParts_Acc_Wheels_tyres_Trims_Car_Rims_ET&hash=item232a81306c
personally i would source some fresh wheels ( 18 inch look much better ) & peddle your others 8)
