I'm not convinced by some of the ideas in that article - like swapping cars at pit-stop time etc! That just seems ridiculous to me. If they want the series to push technology and have relevance to road cars then make them recharge - it would encourage some investment in fast charging or better battery technology.
Racing around city centres would be fun to see. Racing without the noise and just a high pitched whine instead would be odd, but I guess you'd get used to it provided the actual racing was good. If it was processional then nothing would save it.
