Foggy main beam lens?

Hi all,
first time out in dark roads in the countryside last night and I could not believe how poor the dipped beam is. Had a look in the daylight today and to me it looks as though the projector (?) low beam lamp inner cover is misted over - should it be clear? It's an 06 non HID cat BTW.
I've had a good search on here but it seems that all problems with misty headlights are the outer unit noty the inner - or have I missed something?

Yes the standard dipped headlights are dreadful. I've swapped Oram Night breakers and raised the headlights and that made a huge difference, but my headlights weren't cloudy. There is a kit you can buy that cleans the surface of the lights - there's a thread on here somewhere.
