As I am sure you will be aware, the paper RFL (car tax disc) is no more from October this year. But you can check if a car has tax by using the DVLA's website

I assume that is one of the purposes of this new website. I have just checked mine and the tax and MOT details are all correct.

Prior to this and still can be used to check ved is the ved online via the online check request, reg number and make and you get the information.
