I won't name the garage as I genuinely believe it's just bad luck, and they've done a great job of fixing the situation.

Not the start you were hoping for :( Im sure they'll sort it and you'll soon forget about that minor blip
 
So the power steering fluid was low; they found a leak in a pipe and a replacement part is coming from Germany.

I'm a bit concerned as (1) I feel this should have been picked up in the 160 point BMW inspection given this is an Approved Used car; and (2) could low fluid have done any damage?

Would it be unreasonable or even sensible to refuse the car over something so small? How could I get assurance the rest of the checks were completed properly? What would you do in my situation?

I still have a 12 month BMW warranty, so aside from getting Munich Legends to check it out at around the 10 month mark, what else should I do?

the simple answer is the checks weren't done properly as they would have picked up the issue like you said, I honestly believe there is no such thing as a trustworthy car dealer which is why I always buy and sell privately wherever possible, a 160 point check was probably more likely a quick visual look at brakes wheels and tyres, oil check and a mini valet from the work experience imho
 
It must be very annoying that it wasn't picked up on the check, but not worth refusing the car over imo (unless there are other issues).
 
Two very good looking motors there, hope they sort the problem with your new one , welcome and hope you have many hours of driving fun.
