Bumper off to change xenon ballasts?

Mostly Holland. Sometimes UK.
So my drivers side headlamp has been looking like a sauna recently. Am worried there is moisture buildup somewhere, hopefully not where the ballast is located.
Sure as eggs, turning on the headlights today after drying out the headlamp via a room heater located in the wheelwell and the hl cover off and the drivers side isnt working. Drat!
Will be testing bulbs but feared ng that theres a short occurred somewhere due to the moisture.
If the worst comes to the worst is it bumper off to swap in a new ballast?
Also, as long as the ignition is off is it safe to poke around there? Or is it wise to disconnect the battery?

No danger if the lights are not switched on
Ballast swap requires bumper off and headlight off too.
Bit of a pita job getting the lights and bumper all realigned. Suggest you mark the headlight mounts so you put them back in the same position

let us know how you get on, I'm doing mine too this weekend. £50 for a bulb, it wasn't that. Ballast change now, still, I'm sure it will be a fun job....

I managed (when I said I, I meant my mechanic pal) managed to change this by loosening everything off.
