blocked drain hole

Well, I followed all the instructions on how to unblock the roof drain holes and found that one was completely solid. I ended up putting a drill up through from the bottom and it still didn't let the water out! I could see the water in the right hand side and ended up sucking it out with a tube and a quick suck. I thought that I would have been able to poke up a coat hanger but it just wouldn't go. Anybody else had this level of resistance before?

There is a constriction at the top of the tube. When probing from below, it's common to catch your probe on the lip of this constriction. If you keep trying while making an effort to not follow along the wall of the tube, you will eventually miss the lip and be able to clear the obstruction.
