Bad fuel milage, windows not working dash lights and windsheild wipers.

Hey Guys, thanks for looking at this post, i have some problems with my 2003 Z4 2.5i.

The first set of issues is that my windows won't roll up or down, my dash lights come on after about 1-2 mikes, Blinker lights on the dash don't work but do blink on the outside and my windsheild wipers don't work as well.

Trouble shooting that I've done so far:
- take EVERYTHING apart and test fuses, relays, sensors. All wires that we pulled out were tested.
- odometer was tested and worked fine, even swapped it for a good one and still nothing.
- new ignition switch
- Battery is good.

Help:

Has anyone had this issue? what did you do? And most of all what fixed it?

Second set of issues include low gas milage, was at 22mpg now at 11mpg. don't smell gas at all and car runs fine.

*2800 telegram (i-combi 2) missing from COMBI-ECU
*2809 telegram (i-combi 3) missing from COMBI-ECU

Can't really help but it's probably worth giving an idea of where you are located as someone may suggest a garage that could help. For example, quarry motors in Sheffield coded a new airbag control unit for me that everyone else had failed to. When that got wet on my car I had the same problem with the blinkers not working on the dash even though they worked externally.
