That car is worth 6-6500 but since the current owner does not know that the mods he has are pretty expensive, I would offer 5500.
The seats (600), the aero bumper (400??), the M alloy wheels (650with tyres?), both front headlights (800 both), returning it to stock for a miserly 300 pounds and selling the mods here would net you around 1500 making the car worth 4K if you get it 5500.
So its definitely worth more.
