12v socket not working

I can't seem to get any power out of the cigarette socket for either sat nav or mobile phone charger, does anybody have any idea what's occuring? I was thinking perhaps a fuse. I see from the fuse diagram its number 5.

If not, would this be covered under warranty?

a fuse would cost you 3 euros !

No I got a fuse, I meant if it's not the fuse that's the problem would it be sorted? :?
