Hydraulic bypass release cable inoperative

My soft top is down and I cannot pull it back up because the release handle (red cable release catch) does not operate bypass release
anymore. It was a bear removing the cover in the trunk because the top is down but I managed it. The idea was to adjust the cable if possible (white plastic adjuster) but is it entirely hidden behind the top. I need some advise.

Btw. The car has only 45k miles so the top has never been removed.

The top finally relented. It seemed locked at the middle of the front end. The solution was to have someone try to pull the top up while I was pressing the top close button. I started moving albeit slowly and needed some effort to bring it all the way up. I can now work on the motor hydrolics.
