If indeed insurers are sneaky enough to track your visits and raise prices if you appear 'keen', I'd look at cookies before i worried about IPs / VPNs. Delete your cookies and / or use a different browser. Much more likely to be the culprit.
VPN tracking might be useful to sites that try to enforce geolocation (like BBC iPlayer) but seems like it would be way too blunt an instrument in this context.
My own experience of insurance price comparison sites has been that I've been given the chance to save quotes...and doing so has kept those prices valid. Though it's also widely reported that prices tend to be keener around 21days before renewal date so I'm not sure I'd start suspecting foul play just because prices rise a little as you get closer to renewal.
