Doesn't look like it's parked in a staff space, rather looks like a disabled space to me. Perhaps you could shake your fist at disabled people on benefits being able to afford that when the rest of us can't afford to eat instead?
SWMBO works in the NHS anon not a nurse and the crap she says that doctors will pull is incredible, not all of them as thats a generalisation but a few would put Boris to shame

It doesn’t even look close to a rolls. Looks like some cheap US or JAP car with a front kit, maybe coupe as can’t see rear door seal/gap? I also see some documents on dash, so very likely blue badge.

MOT history checker definitely shows that it’s a Rolls Royce Ghost all be it blue. Maybe the bling didn’t show up as well on a blue car.

I’m not sure what I’m more amazed about….
The fact that someone stuck all those bits of chromed plastic onto it and thought it was an improvement, or, the fact that some company, somewhere, had a design session and thought chromed plastic wheel arch extensions for a Roller will be a high demand money-spinner

It has to be a 'show car' for some deluded person to showcase their prowess in car wrapping and/or 'customising'. I can't read the little badges on the bumper or the wings, but they may be a clue?
