You're interpreting that in a very odd way - nobody was suggesting to skip inspection services.
The formal service schedule is performed solely on miles driven. So up to 15k miles between services (let's leave discussion of optimum service intervals for another day). This means that an inspection service should be done every 30k miles.
If however less than 15k miles are driven within a 2 year period then an oil change must be performed. Note that this is not an oil service, although most dealers will treat it as such. When this oil change is performed the service indicator must not be reset, as the service indicator is mileage based and this is not an oil service but rather an oil change.
