I have to admit it's pretty darn obvious if you know anything about cars that the the thickness of material before you reach the groove pictured is way too much to wear down to. The disc would explode into pieces if you ran it that thin.
Generally, wear allowed is in the region of 1mm each side by which point there is a pronounced lip. So in some ways is not unfair. If you don't know don't be so strong in being right and you won't get derided for a mistake.

It's for balancing the disc. No shame in making at guess at a wear indicator but that just isn't correct, and looking at Beedub's link above I'm not even sure why you continue to question it.
