Read through manual just to make sure I'm not doing something wrong and saw that. Only thing I can think is there must be some sort of temp sensor inside the car that assists the climate to decide how hot to blow the air. I'm guessing it's this at fault.

Top down the sensor is ignored I get the full range of temperatures, or top up with heat on max temp the sensor is also ignored and i get full heat (this is also referred to in handbook).

I've noticed that in summer, getting into a hot interior the air con will come on and the fans will blow at a high speed. As soon as you lower the roof the fans reduce in speed.
