Have you got your lights on, as the washers only activate when your headlights are on.

..which is definitely codeable in Carly as have changed it myself to the minimum (every 7 IIRC), however it still washes headlamps on the first application after an ignition cycle (at least mine does). It's only subsequent ones after that on the same journey where it does it once in every 7 screen washes.
5 is the minimum in NCS I think but may not be the same in carly, duration and pause between pulses too and possibly 2/3 squirts. I've got a leak on one of mine so have just turned them off!
