A mate recently went on a speed awareness course.. one of the written questions was what is the speed limit on a dual carriage way..60 apparently

Good to see that those running the courses don't seem to even know what the limit is.
As for "Smart" motorways, welcome to Thames Valley.
It took over 3 years to turn a bit of the M3 into one, and now they are doing the same to a stretch of the M4 just to make sure our nearest Motorways are no longer fit for purpose! I use dual-carriageway A roads whenever I can because it's quicker, and there aren't any reduced limits or cameras.
