They’re cargo loops for strapping down the flattened cardboard box that’s the only thing that will fit back there.

when the dog (a Retriever) occasionally comes out in my car, I attach her lead to it

My net keeps falling down!

On the few occasions it is at half mast and so sort of effective then my wife puts everything in her handbag's possession behind the net, great fun going around corners as all the detritus from the wife's handbag slides from one end to the other (messes with my OCD as well!)
Current - E89 Z4 SDrive 3.0i - last of the normally aspirated six cylinders
Gone - E85 Z4 2.2 SE

Sadly it’s not load bearing so in an accident you’d have a problem.

I harness my dogs and have the harness attached to the seatbelt via a loop adaptor.

To be fair I do loop it through the seatbelt and then to that hook, not ideal but its only when I take her to Granny's once in a while
