He'll always be able to register himself if he uses a proxy. There's nothing you can do about that unless the forum software has an option to blacklist known proxy IP ranges and update that.

What can be done to prevent folk signing on as a “new” member again and again, keeping the head down for a while then being a sniper again?
Does the users home/base internet connection have some sort of e footprint? Or maybe it’s time to say a nominal £x Initial subscription charge?

The charge, paid via a card, would then positively identify the person if joining for a second time.

IP addresses can be blocked, but it's easily gotten around.

Tbh, most repeat offenders just can't help themselves and soon give the game away, I mean our friend P4ki managed what, 50 odd posts...
