Yes Bottom. You are correct. There was a notice inside the entrance saying they had secured planning permission and funding. I found this BBC piece about the planned extension:

My father was born North of the border and always reckoned Jim Clark was the best - spectacular talent, but he didn't seem to be aware of it!
